Abstract
The research paper presents a critical analysis and evaluation of the Bangladesh Film Certification Act, 2023 and the Film Certification Rules, 2024 (Draft). The purpose of this article is to analyze the process of evolution of film censorship in Bangladesh and the limitations and possibilities of film certification law in its continuation. In this article, comparative analysis with film certification structure, rating system, evaluation symbols and film classification system of several countries has also been done for review. After reviewing the said Certification Act and the draft rules, it can be seen that the law is time-befitting, but the government has absolute control over several sections, including the access of government officials in the certification board, child psychologist Narakha, and the suspension or exhibition of films. At the same time, after reviewing the Film Certification Rules (Draft) 2024, it can be seen that some amendments are also needed in the field of film rating and classification. The rules do not provide details about filming of sub-judice matters, display of warnings on screen for a sufficient period of time during tobacco and drug use and intimate scenes. Moreover, despite the various restrictions, this certification law and rules (draft) will start a new era in the film industry of Bangladesh.
